Virginia Railway Express (VRE) has reappointed Keolis to operate and maintain its commuter rail services in the Washington, D.C. metropolitan region. The new agreement begins in July 2026 and has an initial term of five years, with options to extend the partnership to a total of 15 years.

The contract reinforces a long-standing collaboration between the two organizations, which began in 2010.

Integrated Operations and Maintenance Model
The renewed agreement combines train operations and maintenance under a single contract. This integrated approach is intended to improve efficiency, streamline coordination and enhance service reliability.

Keolis will be responsible for operating 32 weekday trains across two commuter lines, covering approximately 150 kilometers of track and utilizing around 100 passenger carriages.

More than 100 personnel will support daily operations, including train driving, rolling stock maintenance and facility management.

The contract aligns with VRE’s “System Plan 2050,” a long-term strategy focused on expanding capacity, modernizing infrastructure and improving regional connectivity.

By maintaining operational continuity, Keolis will support the implementation of these initiatives while ensuring stable service delivery during network upgrades and expansion.

Proven Operational Performance
Since the start of the partnership, Keolis has maintained high levels of service performance. The operator reports punctuality rates exceeding 99%, reflecting consistent operational reliability.

In addition, Keolis has held ISO 9001 certification for VRE services since 2015, demonstrating adherence to international quality management standards and a commitment to continuous improvement.

Strengthening Regional Mobility
The renewed contract ensures continuity of commuter rail services for suburban areas of Virginia, supporting daily travel into the Washington, D.C. region.
