Canadian Pacific Kansas City (CPKC) has developed a cross-border customs screening and clearance solution in partnership with Mexico’s National Service of Agri-Food Health, Safety and Quality (SENASICA). Deployed at the carrier’s Puerta México intermodal terminal in Toluca, the procedure allows qualified agri-food and animal-origin commodities to bypass physical inspection stops at border gateways such as Nuevo Laredo, shifting regulatory inspection and final sanitary certification inland.

Inland Clearance Workflow and Border Congestion Mitigation
The inspection facility at Puerta México integrates screening equipment operated directly by on-site SENASICA regulatory inspectors. By completing customs and phytosanitary clearance at the interior destination terminal, participating cross-border movements eliminate dwelling at standard northern border crossing points, mitigating localized bottleneck delays.

Historically, agricultural and perishable consignments—such as bulk popcorn, powdered milk, and dry pet foods—underwent mandatory SENASICA physical evaluations upon entry into Nuevo Laredo or adjacent border yards. Shifting verification protocols inland reduces cargo dwelling, minimizes intermediate handling, and limits temperature excursions or spoilage risks associated with traditional frontier interchange processing.

"Moving rail traffic securely and efficiently through border crossings enables CPKC's network to provide truck-like speeds with end-to-end visibility and enhanced security," stated Coby Bullard, Senior Vice President of Sales and Marketing Merchandise, Energy and Business Development at CPKC. "By combining the reach of our network with innovative approaches to customs and border processes, CPKC is creating differentiated transportation solutions that improve speed, reliability and efficiency for our customers."

Network Routing and Service Integration
Operational volumes utilizing the inland clearance corridor primarily originate across industrial production hubs in the U.S. Midwest and Canada. Cargo moves south along CPKC's single-line transnational network via the scheduled Mexico Midwest Express (MMX) intermodal service direct to the Toluca facility.
