Norfolk Southern and Wabtec Partner to Modernize 33 Locomotives

As part of Norfolk Southern's fleet modernization strategy, the initiative will convert the units to AC-traction technology to improve performance, reliability, and efficiency.

Norfolk Southern and Wabtec Partner to Modernize 33 Locomotives

Norfolk Southern Corporation and Wabtec Corporation have announced an expanded locomotive modernization agreement covering 33 DC-traction Evolution Series units. Under the initiative, Wabtec will convert Norfolk Southern's ES44DC locomotives to AC-traction technology, redesignating the rebuilt units as ES44ACMs to improve hauling performance, fleet reliability, and fuel efficiency.

Context of the Cooperation
Class I freight railroads face operational imperatives to maximize asset utilization, extend locomotive lifecycles, and lower operational costs while reducing greenhouse gas emissions intensity across rail networks. Direct-current (DC) traction locomotives, while widely deployed, present operational limitations in tractive effort, adhesion, and maintenance overhead compared to modern alternating-current (AC) drive platforms, particularly under heavy-haul conditions.

To address these fleet performance requirements, cooperation was expanded between rail operator Norfolk Southern and rail technology manufacturer Wabtec. Norfolk Southern served as the launch customer for the original ES44DC locomotives in 2004. Since 2015, the two companies have collaborated on one of North America's largest locomotive remanufacturing programs, completing more than 1,000 DC-to-AC conversions to upgrade the railroad's motive power without the capital expenditure of purchasing entirely new fleets.

Technical Solution and Responsibilities
The technological solution centers on remanufacturing and modernizing existing ES44DC units into ES44ACM locomotives. Responsibilities are allocated between the railroad operator and the equipment manufacturer:

Wabtec executes the remanufacturing, engineering upgrades, and systems integration, installing AC traction motors, modernized control electronics, and advanced digital diagnostics.

Norfolk Southern supplies the base locomotive units, integrates the converted locomotives into revenue freight service, and manages fleet maintenance planning.

At a system level, replacing DC traction equipment with AC traction motors provides higher adhesion and hauling power under demanding track and gradient profiles. The modernization package integrates upgraded control systems and digital onboard diagnostics to enhance maintenance scheduling, reduce lifecycle maintenance requirements, and improve overall fleet availability.

Brian Barr, Chief Operating Officer at Norfolk Southern, noted that investing in technologies that upgrade fleet performance improves reliability, increases efficiency, and extends locomotive service life. Sameer Gaur, President of Wabtec’s Freight Services, stated that the program combines technology, engineering excellence, and service expertise to help customers maximize asset value while preparing their fleets for future operating demands.

Deployment or Implementation
The implementation strategy focuses on executing the remanufacturing work across Wabtec’s U.S.-based manufacturing facilities.

The first modernized ES44ACM locomotive was shipped to Norfolk Southern in August 2026, with the remaining deliveries scheduled to continue in phases through 2027. Once deployed, the upgraded units will enter mainline freight operations across Norfolk Southern’s network, lowering fuel consumption and greenhouse gas emissions intensity while extending the operating lifecycle of the locomotive fleet.
